UK Councils Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a new poll of municipal councils, UK councils are planning to sell social clubs, sports centres, and shopping arcades as they rely on a fire sale of properties to balance the books.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils for second-tier cities in the UK stated that 60% of local authorities are intending to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of public land and open spaces to support their budgets, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

This coalition noted that a high proportion of authorities attempting to generate funds from a quick sale of assets marked “a clear change from 2024, when the majority (60%) of municipal officials stated they would focus on service redesigns and using financial reserves to weather growing fiscal pressures.”

Detailed Cases of Planned Disposals

Medway Council in Kent said its property management strategy featured the sale of a shopping centre in a local town and a community venue in another town to generate £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the plan.

Local Levy Increases and Broader Financial Strains

The survey of councils in the coalition, which includes several urban centers, also found that over seven in ten of councils will need to increase local levies next spring to cover the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council said it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking creative strategies but some of these take time to achieve both better provisions and financial savings,” stated Vince Maple.

He added: “There are population challenges which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Trends and Projections

A survey of regional authorities this week further found council budgets being strained by the increasing figures of children and adults needing Send support.

A network of councils said that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a white paper outlining those changes was recently delayed.

Disadvantage and Financial Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, many participating urban areas were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“Although only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, cities are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of challenges facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the necessity for a equitable and lasting financial structure that accounts for and addresses the actual extent of deprivation and need,” stated a council leader.

“Lacking this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”

One in five of councils have cut or compromised social care provision in the past 12 months, the study found.
